My iPad Air is disabled, how do I fix it without a computer or iCloud account?

You are going to need to at least restore the iPad via 3UTools or iTunes via a computer if you want to get pass the ‘iPad is disabled’ screen. More info here: https://support.apple.com/en-au/ht204306 There’s no way around it to bypass.
