I hold the top bottom for 10 seconds, but it still will not turn on.
Well it 15 seconds, but I doubt thats the issue. I would try connecting it to itunes first. If it doesnt recognise it turned off or not, you will not be able to turn it on with a button combo. If you know this had water damage then I would diagnose in the order: a new battery > Dock Connector> Logic board cleaning> Logic Board
