This means that the OS is corrupted or missing. Boot from the Mac OS X install disk or usb flash drive, and see if you can reinstall Mac OS X. Or, if you don’t have it, hold command + R right after the startup chime, hold these until the apple logo appears, or if the flashing folder appears. If the apple logo appears, congrats! Just reinstall Mac OS X. If you see the flashing folder, I think your hard drive is toast.
