The answer in short is no. The residue as you describe is from Kapton tape and is often used in cell phones and is completely safe as it is non conductive and is mostly used to protect from heat or a safe alternative to thicker tapes on electronics. If you are having issues with touch or anything else with the screen, it would most likely be caused by a defective screen or something else.
