My face recognition stopped working all of a sudden and my camera is cloudy. Took it to apple and they claim it has water damage, thing is I have never dropped or put the phone in water. Now they want $700 to replace a 4 month old phone any suggestions?

Apple can be very difficult once they “decide” a unit has gotten wet. They have tabs inside most devices that turn colors when wet. But just because they’ve turned doesn’t mean the unit got really wet. The iPhone X has an IP rating of 67, which means it can survive a dunk in 1 foot of water. I’m assuming you didn’t do that. My only advice is to insist on a written report giving their reasoning for deciding it got wet and escalate your complaint to management and above. They will often give in and do the fix. Be nice but persistent.
