I have a new screen assembly for 2017 MacBook Pro 13” A1706/A1708 touch bar. I installed onto a 2018 MacBook Pro 13” A1989 touch bar, screen works but is dim and not bright enough, does this mean 2017 screen is not compatible with 2018?

Sorry the screens are not compatible, Apple altered it in the 2018/19 models.
