I repaired an iPad 2 by replacing a digitizer before peeling back the adhesive strips I tested it. The new digitizer it will not respond to touch. I made sure all of my ribbon cables were connected properly and it still won’t respond to touch.
Chances are the digitiser is faulty if you tried testing it before installation. As you said you have fully plugged in the digitizer ribbon cable.
